American Recovery and Reinvestment Act (ARRA) Summer Jobs
Any youth served with Recovery 3Act funds will be included in a separate Youth Recovery Act report. (Guidance will be provided in an upcoming Recovery Act Performance and Reporting TEGL.)
Any youth served with only Recovery Act funds that participates in summer employment only, will only be included in the Youth Recovery Act report and the work readiness indicator will be the only measure that applies to such youth.
If a youth served with Recovery Act funds does not participate in summer employment or is served beyond the summer months, he/she would also be included in the regular WIA reporting mechanisms (WIASRD, annual report, quarterly report) and be subject to the full set of WIA Youth measures or youth common measures for those states that have a common measures waiver. (As described in Section 19, states may apply for a waiver that would allow states to use the work readiness indicator as the only indicator of performance for youth ages 18 to 24 who participate in work experience only beyond the summer months.)
Geographic Solutions has already added the appropriate fields to our Virtual OneStop system to accommodate the expanded scope of the Summer Youth program. The business rules of our system have already been updated to be in full compliance with the guidance contained in TEGL 14-08.

- No requirement that first goal be a Basic Skills Deficiency goal
- Will allow for creation of additional ARRA youth goals when individual continues beyond the initial Summer Youth Jobs activity
In addition, if the Customer Program Group is "Youth ARRA (Stimulus)" and the only activity is Youth Summer Jobs, our system will automatically present an abbreviated closure, since there are no performance metrics other than the Youth Goal Attainment. This means there is no need for staff to complete all of the school status, diploma, credential, and employment prompts.
